HNTB Names Thomas J. Spearing, III Metropolitan New York Office Leader

NEW YORK, April 7, 2016—HNTB Corporation announces Thomas J. Spearing, III as metropolitan New York office leader and senior vice president, based in the firm’s New York City office located in the Empire State Building. Spearing has more than 25 years of project management experience throughout the United States and Latin America.

HNTB’s New York office has grown more than 200 percent since 2013 and is the largest office in the firm. More than 280 multidisciplinary transportation professionals are located in New York City and Albany, New York as well as Newark, New Jersey. In 2015, the New York office achieved the highest sales among HNTB’s more than 60 offices nationwide.

“Tom’s background offers a wealth of vital experience in transportation mobility including passenger rail and freight systems, and bus rapid transit,” said Mike Sweeney, PE, HNTB Northeast Division president. “A strategic hands-on leader, team builder and problem-solver, Tom’s skills and innovative thinking will be of significant value to our clients as they continue to upgrade existing infrastructure and build new capacity for the future.”

Spearing is responsible for driving success of the firm’s New York office operations. His focus includes strategic planning, quality control, risk management, recruitment and market diversification.

Spearing comes to HNTB from Hill International as regional president (Americas) where he was responsible for operations in North America and Latin America overseeing 1,200 professionals in more than 40 offices.

He has worked with the Federal Transit Administration, New Jersey Transit Hurricane Sandy recovery efforts, New York City Transit subway extensions, Pennsylvania Turnpike roadway improvements, and the San Francisco Municipal Transportation Agency’s central subway program.

Spearing holds a Master of Science degree in management from Rosemont College, Bachelor of Science degrees in construction management technology and civil engineering technology from Spring Garden College in Philadelphia, and a Bachelor of Business Administration in computer and information science from Temple University.

His extensive professional and civic affiliations include membership with the American Public Transportation Association where he has served as chair, vice chair and secretary of the APTA capital projects subcommittee; the Construction Management Association of America; Pennsylvania for Transportation Solutions (founding co-chair); and the Women’s Transportation Seminar with 10 years of service on that organization’s national advisory board.

HNTB plays an integral role in many of the region’s most important infrastructure programs including, construction manager for renewal and rehabilitation of New York City Transit’s Sea Beach line, program manager for New Jersey Transit’s implementation of Positive Train Control technology, owner’s engineer for the New NY (aka Tappan Zee) Bridge, lead designer of the Kosciuszko Bridge and the general engineering consultant for the New Jersey Turnpike Authority, among others.
