He is based in HNTB’s newly opened fourth office in the state, located in the Crossroads Corporate Center, 3150 Brunswick Pike. The office opened in support of the firm’s commitment to client service and opportunities for continued growth in New Jersey.
Birch comes to HNTB after more than 33 years with the NJDOT, including his role as executive regional manager in the division of project management. In that capacity, he led a team of more than 30 project management professionals responsible for more than 200 capital projects across five counties. Birch also served as a project manager leading transportation infrastructure design teams through all program phases, including development, construction and final close out.
“Bill is a highly regarded project management expert with extensive experience in design and construction of complex highway and bridge projects in New Jersey,” said Gary Hullfish, PE, HNTB’s New Jersey office leader and vice president. “His knowledge and insights developed during his long career with the NJDOT are of great value as we work with transportation agencies to improve mobility throughout the region.”
A graduate of the New Jersey Institute of Technology with a bachelor’s in civil/construction engineering technology, Birch is a member of the American Society of Highway Engineers.
In New Jersey, HNTB’s work includes design of the Pulaski Skyway rehabilitation and design of Portway truck routes that provide intermodal roadway connections as well as numerous other projects for NJDOT. HNTB currently is serving as general consulting engineer for New Jersey Turnpike Authority; construction manager for Garden State Parkway interchange 125 improvement project; and program manager for New Jersey Transit’s post-superstorm Sandy resiliency efforts, among other roles for clients.
