Meridiam-led Consortium and Georgia Department of Transportation Break Ground on SR 400 Express Lanes Project

ATLANTA, April 22, 2026 -- Meridiam, together with Acciona and ACS Infrastructure—known as the SR 400 Peach Partners consortium (the “Consortium”)—broke ground today on the SR 400 Express Lanes Project, alongside the Georgia Department of Transportation (GDOT), the US Department of Transportation (USDOT), the Federal Highway Administration (FHWA), and the State Road and Tollway Authority (SRTA), marking a major milestone as construction begins. The landmark project aims to provide faster, safer, and more reliable travel options for daily commuters in Fulton and Forsyth counties. Construction is expected to be completed by 2031.

Under a nearly 56-year design, construction, finance, operation, and maintenance (DBFOM) contract with SRTA, the SR 400 Express Lanes Project will expand a 16-mile corridor north of Atlanta by adding dynamically tolled, free-flow express lanes in each direction and upgrading several key bridges along the route. The project will also construct two stations for MARTA’s Bus Rapid Transit line incorporating an advanced traffic management solution designed to improve traffic flow and help reduce congestion during peak hours. The project has a design and construction value of approximately $4.6 billion. Overall, the Project is centered around improving public accessibility and fostering local economic growth.

“Meridiam has a long-standing track record of delivering transformational managed lanes projects in North America and globally,” said Thierry Déau, CEO and Founder of Meridiam. “SR 400 has already achieved significant milestones, including securing the largest TIFIA loan for a P3 in USDOT’s history[1]. We look forward to building on this momentum as construction begins.”

“Working alongside GDOT and SRTA, we’re proud to break ground on a project that combines innovation, resiliency, and operational excellence,” added Nicolas Rubio, CEO Americas at Meridiam. “The SR 400 Express Lanes will deliver safer, faster, and more predictable travel while supporting the continued growth of the Atlanta region.”

Construction will be carried out by a joint venture between Flatiron-Dragados and Acciona, while the Consortium will oversee operation and maintenance through a dedicated project company. Construction has been carefully planned to minimize disruption, with most traffic lanes remaining open through phased construction and off-peak scheduling.
