ATSSA is rallying behind the Transportation Construction Coalition’s new principles to ensure Congress keeps America building while easing congestion, increasing safety and strengthening supply chains to support economic prosperity.

FREDERICKSBURG, Va. (April 28, 2026) – Today, ATSSA joined 33 of America’s leading transportation construction industry associations and construction unions in releasing updated policy principles to guide congressional development of the next multi-year surface transportation reauthorization bill, which funds America’s highways, roads, bridges, multimodal systems and safety programs.

As a member of the Transportation Construction Coalition (TCC), ATSSA is encouraging Congress to embrace the coalition’s updated Principles for Surface Transportation Reauthorization, which would ensure states, communities and industries have the certainty required to plan, procure and deliver critical transportation improvements safely, efficiently and cost-effectively.

“The next surface transportation reauthorization bill is critical to ATSSA’s core focus of advancing roadway safety and protecting the men and women who work daily to provide safe thoroughfares for the motoring public,” said ATSSA President & CEO Stacy Tetschner. “The nine principles laid out by this 34-member coalition are fundamental for the next multi-year funding for transportation, which is essential to address the nation’s aging infrastructure and the critical role our transportation network plays in establishing a stronger supply chain.”

Current surface transportation funding authorization expires Sept. 30, 2026, which could create uncertainty and risk costly delays if new legislation is not enacted on time. The newly unveiled principles offer a clear roadmap to ensure Congress delivers strong, reliable infrastructure investments across the country by:

• Keeping America building by protecting current investment levels and adjusting them for inflation to maintain purchasing power, while enacting project delivery improvements to ensure dollars are put to use efficiently;

• Protecting workers in construction zones with more resources to help keep construction workers and the traveling public safe while road improvements are made;

• Stabilizing long-term funding by modernizing federal user fee structures, such as fuel taxes or mileage-based mechanisms, to ensure fair, sustainable revenue streams.

The Transportation Construction Coalition (TCC) is a partnership of 34 national associations and construction unions representing hundreds of thousands of individuals with a direct market interest in federal transportation programs. Established in July 1996 and co-chaired by the American Road & Transportation Builders Association (ARTBA) and the Associated General Contractors (AGC) of America, the TCC focuses on federal budget and surface transportation program policy issues.
