LOS ANGELES, CA – STV today announced it has been selected by the Judicial Council of California, through its Facilities Services office, to provide program management services for the council’s $4 billion statewide courthouse capital program.
The program supports 430 court properties statewide and approximately 1,300 facility modification projects each year. STV will help the council prioritize investments, improve facility reliability and advance upgrades and expansions that support safe, efficient access to justice statewide.
Under the engagement, STV will support portfolio-level planning and delivery across the statewide program, including prioritizing projects ranging from deferred maintenance to courthouse renovations and court expansions, tracking budgets and schedules, coordinating decisions among state and local stakeholders and providing program-wide reporting and technical support to identify risks early.
“With a portfolio of this size and complexity, disciplined program management is critical,” said Mike Courtney, CCM, FDBIA, project director for Cypress Construction Management, an STV company. “Our focus is to help the Judicial Council deliver upgrades faster, address challenges early and make sure investments translate into safer, more reliable court facilities for Californians.”
STV provides program management, construction management and owner’s representation for public-sector building programs across the country. The firm’s justice and behavioral health portfolio includes the Whatcom County Justice and Behavioral Health Facility in Washington, the Baltimore Therapeutic Treatment Center, the Iowa Correctional Institution for Women and the Macomb County Jail Central Intake and Assessment Center in Michigan.
In California, STV delivers program and construction management services across major capital initiatives, including Sierra College’s $675 million Capital Improvement Program in Rocklin, the California Department of General Services Resources Building renovation in Sacramento and multiple programs throughout Los Angeles County. More broadly, the firm’s multidisciplinary capabilities extend across transportation, education, civic and health care facilities, supporting projects such as the BART Canopy and Escalator Enhancements, San Diego Metropolitan Transit System, the Delta Sky Way Program at LAX and the Orange County Central Justice Center.
