The Program on Latin America and Caribbean of the Lincoln Institute of Land Policy, in collaboration with the International Property Tax Institute (IPTI) and the Royal Institution of Chartered Surveyors (RICS), is pleased to announce the International Conference on Sustainable Strategies for Local Revenue Mobilization: Public and Private Sector Perspectives.

A primary focus of this conference is to analyze contemporary funding strategies for metropolitan areas and large cities. International and local experts will share their perspectives and review theories on the topic, as well as highlight best practices and alternative models of public finance. Panelists and participants will debate a variety of issues, including the balance between over and under taxation/regulation to attract investments, the effects of globalization, governance choices and policy innovations, legacy of participatory budget schemes, economies of scale, and feasible funding models in the context of accentuated social problems. A major focus of discussion will be the feasibility of joint efforts among local authorities on tax administration activities to share new technologies and approaches as well as achieve economies of scale.   In addition, this Conference covers ongoing debates over property taxes in the international context, as well as the discussion of feasible proposals to improve their performance. The need to revitalize the property tax will be extensively discussed.

Additional activities include two workshops to be held on March 27: one on mass appraisal and geospatial analysis, and a second one on implementing value capture instruments. Moreover, an open roundtable coordinated by the Ministry of Cities will be undertaken to discuss proposals for improving the regulation of property taxes at the national level with a particular focus on attaining greater equity and efficiency outcomes.

The official language of the conference and workshops is English. Simultaneous interpretation into Portuguese will be available.
