City of West Hollywood GIS Strategic Plan Innovative City – Innovative GIS
West Hollywood is known as one of the most progressive cities in California. Home to the renowned Sunset Strip, West Hollywood is a completely developed, diversely populated area of a little less than two square miles. Home to the famous Whisky-A-Go-Go and The Troubadour, the city has a rich and varied history. The City is surrounded by the City of Los Angeles, Hollywood Hills, Hollywood, Beverly Hills, and the Beverly-Wilshire district. The city is densely populated (approximately 35,000) but has been scored as the most “walkable” city in California. Its commercial corridor is vibrant with diverse shopping and nightlife opportunities. People from all over the world travel to West Hollywood for its notable businesses and attractions. The city is home to a number of celebrity hangouts, movie studios, and television studios.
The West Hollywood city government prides itself on its varied services and innovation. West Hollywood’s tag line on their website, is “The Creative City.” The elected officials and the city government staff are focused on providing high quality services that are comprehensive and innovative.
With this mission in mind, city staff strives to have the best possible technological solutions. Like most cities, West Hollywood uses Geographic Information Systems (GIS) to view and analyze spatial data. Also, like most cities, GIS implementation has occurred on an as needed basis without any formal strategy, goals, and objectives. Various departments were using GIS and GPS technology to augment their processes. However, staff soon realized that this as-needed method of implementation was creating disjointed stovepipes of data and technology. Therefore, City staff decided to contract for a GIS Strategic Plan that would serve as a step-by-step playbook of how best to implement the technology enterprise-wide.
The city selected Geographic Technologies Group (GTG) to create a five-year Strategic GIS Plan. Curt Hinton, CEO of GTG, points out: “West Hollywood staff quickly identified GTG as the premier GIS strategic planning firm in the United States. GTG was formed with the goal of assisting local governments in implementing GIS in the most effective, creation, and cost conscious way.” GTG’s team of local government experts was on site for a week interviewing every department to ascertain current and future GIS needs. “It was made clear immediately that the City demanded creative uses of the technology. They want to be the best at what they do, and GIS is no exception”; states Hinton.
