WSP USA Names Bowen Senior Director of Project Development and Finance

Urban planning professional brings more than 25 years in civil engineering and transportation experience to firm, with specialty in urban mass transit and community development.

POMPANO BEACH, Florida, June 23, 2021 — Winsome Bowen, an urban planning professional, has been named senior director of project development and finance at WSP USA, a leading engineering and professional services consultancy.

In her new role, Bowen will serve as a national resource on project development strategy for major transportation projects. She will lead WSP’s project development practice within the project development and finance business line, providing strategic advice to clients on project phases, from project planning to design and construction. Her responsibilities also include cross-discipline collaboration with WSP leadership to craft innovative management consulting services in support of transit and rail clients.

Prior to joining WSP, Bowen served as the head of transportation strategy at Facebook, Inc. in the San Francisco Bay Area, where she led the social media giant’s regional transportation strategy and partnerships. Her leadership revived a Bay Area effort to explore a public-private partnership to assess redevelopment potential of an inactive freight right-of-way, the Dumbarton Rail Corridor, for public benefit.

Her previous experience includes service as the deputy director of transportation for the City of Miami Beach, leadership roles with two global engineering firms, and as a planner and communications specialist for UNICEF’s communications division on child welfare programs.

Bowen graduated from Temple University with a bachelor’s degree in geography, and the University of Miami with a master’s degree in urban and regional planning. She is also a certified professional co-active coach through the Coaches Training Institute.  

She serves as a member of the Mineta Transportation Institute Board of Trustees and was a 2014-15 inductee for the VIP Woman of the Year Circle by the National Association of Professional Women.

Bowen is based in the firm’s Pompano Beach office.
