HDR’s Frank Proctor Promoted to Ports & Maritime Technical Director

OMAHA, Neb. — Frank Proctor, P.E., has been promoted to ports and maritime technical director. 

In his new role, Proctor is tasked with growing the technical services and geographic reach of HDR’s maritime program to support its continued expansion. His responsibilities include companywide development, coordination, monitoring and improvement of HDR’s service capabilities, and project delivery in response to industry trends and the changing needs of HDR’s clients.

“Many agencies are facing reduced funding and constricting capital improvement programs. In this environment, we’re excited to collaborate with them to solve their challenges, whether through traditional marine structures design or discovering new sources of funding and helping them develop competitive grant applications,” said Proctor. “In addition to traditional services, we can provide full project life-cycle services including atypical or niche offerings such as construction management, asset management, GIS application and more.”

With 25 years’ experience, Proctor has proven expertise in the planning, design and management of cargo terminal development projects and led complex multidisciplinary industrial marine facilities projects. His clients have included the Jacksonville Port Authority in Florida, the New York State Thruway Authority and even the National Parks Service when he served as the lead design engineer for the rehabilitation of the historic seawalls at Ellis Island. Proctor has also worked around the globe in Djibouti, the Dominican Republic and the Bahamas. 

Recently, Proctor celebrated the completion of the first phase and opening of the Hugh K. Leatherman Terminal in South Carolina. Serving as the project manager, he worked closely with the South Carolina Ports Authority and oversaw all construction administration, inspection and quality assurance testing services for the 110-acre terminal construction. The project is the first new terminal to open in the U.S. in over a decade and, when completed, will greatly increase container-handling capacity in the state and on the East Coast.
