APWA Announces 2021 Jennings Randolph International Fellows

Kansas City, MO – March 1, 2021 – Today, the American Public Works Association (APWA) is proud to announce the selection of Mr. John Milne, PE and Ms. Yuejiao Liu, PE, PMP as 2021 Jennings Randolph International Fellows. Mr. Milne will conduct a study tour in Australia and present at the Institute of Public Works Engineering Australasia (IPWEA) International Public Works Conference from October 31 – November 3, 2021 in Adelaide, Australia. Ms. Liu will conduct public works study tours in Denmark and will present at the Association of Technical Directors in Danish Local Authorities (KTC) Annual Conference from October 28-29, 2021.

Mr. Milne’s study tour will focus on how Australian cities are incorporating environmental and economic sustainability strategies within their land use planning and capital infrastructure programs, while also taking early steps to bring driverless car and Smart City technology into their cities and public infrastructure. Mr. Milne holds a BSc. in Civil Engineering from Heriot Watt University, Edinburgh, Scotland, a MS in Water Resource Engineering from the University of Colorado, and is a registered PE in Washington State. He has over 40 years of experience in civil and water resources engineering in Great Britain and the United States.

Ms. Yuejiao (Amy) Liu, PE, PMP, Project Manager Supervisor for the City of Austin Public Works, TX

Ms. Yuejiao’s study tour will focus on zero-waste and waste-to-resource technology. Ms. Liu’s goal is to bring valuable information to help Austin become the national Zero Waste leader in the transformation from traditional integrated waste collection to sustainable resource recovery. Ms. Liu holds a MS in Civil Engineering and is registered as a Professional Engineer in Texas and Ohio. She holds a PMP certification and is the current President of the Project Management Institute (PMI) Austin Chapter. She has more than 15 years of experience in managing a variety of infrastructure projects in multiple cities. The APWA Texas chapter has also generously awarded Ms. Liu a grant to support her study tour.

“The primary value of this program is in the opportunity for international collaboration and technology exchange,” said APWA President Mary Joyce Ivers. “This year, we specifically selected two Fellows who have a focus on solutions and technology included in APWA’s Top Trending Technologies, and both Mr. Milne and Ms. Yuejiao will be able to implement the knowledge and experiences they gain during their fellowships within their respective agencies.”

The Jennings Randolph International Fellowship Program is a unique international study and professional exchange opportunity that promotes collaboration and sharing of public works best practices, knowledge and innovation, both internationally and with public works colleagues in North America. The program was established by APWA in 1987 and is administered by APWA’s International Affairs Committee. The Fellowship is named after former West Virginia Representative and Senator Jennings Randolph, known as the “Dean of Public Works Legislators,” who served as the Chair of the Senate Environment and Public Works Committee from 1966 through 1981.

Through the Jennings Randolph International Fellowship Program, APWA strives to further these international principles:
• To provide an opportunity for individuals to broaden their knowledge and exchange experiences and information on technologies and advances in public works through contact with APWA’s international partners;
• To promote friendship and understanding among public works professionals on an international basis;
• To provide a venue for the exchange of information between APWA and APWA’s international partner countries.
