Fox Named WSP USA Texas/Mountain Region Planning and Environmental Planning Manager

Brings nearly two decades of planning and compliance experience to her responsibilities overseeing the firm’s environmental planning efforts covering an eight-state region.

 

DENVER  — Lori Fox has been promoted to the Texas/Mountain regional manager for planning and environmental planning at WSP USA, a leading engineering and professional services consultancy.

In her new role, Fox, based in the Denver office, will lead development of the firm’s growing planning and environmental planning practice in the Texas/Mountain region, with offices in Austin, Dallas, Houston, Denver, Colorado Springs, Salt Lake City, Albuquerque and Tempe.

The region has a strong presence delivering environmental, corridor, urban, and freight planning for each of the DOTs, such as Colorado Department of Transportation (CDOT), Arizona Department of Transportation (ADOT), and Texas Department of Transportation (TxDOT), transit and metropolitan planning agencies, such as the Maricopa Association of Governments (MAG), North Central Texas Council of Governments (NCTCOG), and Houston Metro, and private utilities, oil and gas providers, and federal agencies.

Fox brings nearly 20 years of experience in planning and compliance for projects that include transportation, public lands planning and infrastructure. She has been responsible for the successful execution of transportation planning and compliance projects across the Texas/Mountain region including the winter use plan/environmental impact statement (EIS) at Yellowstone National Park, the congestion management studies at Arches and Mesa Verde National Parks, and the off-road vehicle management plan/EIS at Lake Meredith National Recreation Area. She has also worked with the State of Utah conducting siting studies for the location of critical justice infrastructure.

Fox is a leader in planning and compliance, working with clients to address ongoing and recent changes to the National Environmental Policy Act (NEPA) and related regulations. As a recognized expert in this area, since 2011 she has been working with the State of Alabama to advance its restoration and recovery program from the Deepwater Horizon oil spill in the Gulf of Mexico, assisting the state in ensuring that meaningful restoration occurs in a timely manner.

She previously served as environmental planning practice leader for the firm, managing a group of nationwide professionals to assist federal, state, local and private clients as they adapt to changing compliance requirements across the U.S.

Fox is a graduate of the University of Michigan with a bachelor’s degree in environmental policy and received her master’s degree in community planning from the University of Maryland. She is a member of the American Planning Association, American Institute of Certified Planners, National Association of Environmental Professionals and the Institute for Sustainable Infrastructure.

Planning and environmental planning in the Texas/Mountain region spans a wide range of services including completing National Environmental Act Compliance documentation; on-site planning support for transit agencies; planning studies for parking, freight, and transit; guidebook development and updates, and other environmental compliance support.

Projects in the region include providing on-site support to Houston METRO for the long-range, the environmental documentation for I-10 Broadway Curve and Sonoran Corridor for ADOT, the MAG Freight Parking Study, environmental planning for the Ports to Plains feasibility study for TXDOT, the Pueblo Area Station Plan and the Sandridge Pipeline in Colorado, assisting with the National Highway Freight Program and Congestion Mitigation Air Quality (CMAQ) Guidebook Update for CDOT, environmental compliance support for El Paso Electric Company and Targa Midstream, the U.S. 64 Corridor Study through Navajo Nation lands in New Mexico, Pre-NEPA services at Grand Teton National Park, and the environmental assessment for the central utility plan at Fort Harrison, Montana.
