Jannine Miller joins HNTB as national practice consultant

Brings experience in government and the private sector, including leading federal and state policy implementation from concept to completion

 

ATLANTA – Jannine Miller joined HNTB Corporation as national practice consultant and vice president. She provides strategic advisory services for clients nationwide, with a focus on transportation policy, finance and operations. She is based in HNTB’s Atlanta office.

Miller brings 10 years of leadership experience and an extensive understanding of outcomes-driven analysis, program development, project management, resource prioritization and executive decision-making. She has driven collaboration among federal, state and local stakeholders, and development of innovative and practical public policies and legislation.

Miller’s specialty areas include freight and logistics, intermodal connectivity, emerging technologies, transit planning, economic development, environmental permitting and rural infrastructure. She has experience in government and the private sector, including leading federal and state policy implementation from concept to completion.

“Jannine brings significant experience in policies, programs and funding to HNTB’s infrastructure clients,” said Jim Ray, HNTB corporate president. “She is a problem solver, with unique experience in prioritizing resources and formulating practical public policies for economic development and business growth.”

Before joining HNTB, Miller served as senior advisor to U.S. Secretary of Transportation Elaine Chao and senior advisor for rural infrastructure to U.S. Secretary of Agriculture Sonny Perdue. In those roles, she designed and led major initiatives such as the National Freight Strategic Plan, the ROUTES Rural Transportation Council, the ReConnect Rural Broadband Pilot Program, the Agriculture Marketing Service’s Waterways Infrastructure report, and the White House’s infrastructure proposals (2018 and 2020).

Miller also previously worked at a Fortune 50 company and held positions in Georgia government as transportation policy and budget advisor to the governor, director of state government transit and logistics agencies, and as an MPO senior planner. She has served as a member of the boards of the Metro Atlanta Rapid Transit Authority, the Georgia Regional Transportation Authority, and the Georgia Foreign Trade Zone, as well as the Georgia Tech Supply Chain Council.

She holds two master’s degrees, one in business administration from Georgia Tech and one in public administration from Georgia State University. She has been recognized by the Perimeter Community Improvement Districts as a “Champion for Transportation” and twice by Georgia Trend as a Notable Georgian and one of the state’s “Top 40 Under 40 – Best and Brightest.”
