Garrett Moore joins HNTB in Arlington as transportation group director

Former VDOT chief engineer brings program and construction management expertise to clients across the region

 

ARLINGTON, Va. – Garrett Moore, PE, joined HNTB Corporation as transportation group director and vice president. Moore brings to the firm’s Arlington, Virginia, office more than two decades of managing and delivering significant transportation construction and maintenance projects, including public-private partnerships.

Moore leads multiple engineering departments, directing project priorities, staffing, schedules and work assignments to ensure HNTB delivers expert design and project management services for transportation projects. He also supports business growth and staff development activities across the region.

“Garrett is a seasoned professional whose project delivery experience in Virginia brings tremendous value to our teams and clients working to improve the region’s mobility,” said Nick Antonucci, PE, office leader of HNTB’s District, Maryland, Virginia and West Virginia region and senior vice president.

Moore served most recently as Virginia Department of Transportation’s chief engineer and special assistant to the commissioner, overseeing the state’s nearly $4 billion transportation construction and maintenance program. Moore also played key delivery roles in at least one phase of every Virginia transportation P3 in the last 10 years, including the express toll lane projects on Interstates 495, 395 and 95 in Northern Virginia.

Moore earned a bachelor’s degree in civil engineering from the University of California, Berkeley, and a master’s in civil engineering from Virginia Tech. He also served 20 years in the U.S. Marine Corps., retiring in 1999 as a lieutenant colonel.

HNTB is involved in many of the region’s highest profile transportation projects, including the I-95 Express Lanes (FredEx) expansion, the Frederick Douglass Memorial Bridge in Washington, D.C. and the I-64/264 Interchange in Hampton Roads.
