Gail Lewis Brings Robust Strategic Planning and P3 Expertise to HDR’s Transportation Program

OMAHA, Neb. — Gail Lewis has joined HDR’s transportation practice as a principal advisor on our program management team.

Located in our Phoenix, Arizona office, Lewis will provide infrastructure advisory services to assist clients with long term strategic planning to adapt to changes in the transportation industry. Her expertise includes evaluating policies and the application of strategic and innovative project delivery models, including public-private partnerships.

Lewis will guide clients through the analysis of project finance alternatives, capital planning, asset and data management and systems operations. Her established industry partnerships and alliances will be instrumental in program development.

“Transportation is changing rapidly, with new technologies and changing public demands,” said Lewis. “It is increasingly about the crossover of planning, economic development and smart city-region policy issues. The ability to be in front of both the technology and the intersection of other disciplines presents an exciting opportunity.”

Lewis comes to HDR from the Arizona Department of Transportation, where she was the director of P3 Initiatives and concurrently served as senior advisor for international affairs, with a focus on Arizona-Mexico border issues.

While at ADOT, she helped plan, develop and implement several P3 projects, including the Loop 202 South Mountain Freeway and new ADOT office space in Flagstaff.

“Gail brings a wealth of public sector experience that will be a great resource for our clients navigating the world of alternative delivery, the newest technologies and community transformation on both regional and international fronts,” said Ken Smith, HDR’s transportation program management director.

Lewis has a master’s degree in international affairs from Columbia University and received her Bachelor of Arts degree in journalism and international relations from the University of Southern California.
