David Leard joins HNTB in Houston as project director

HOUSTON  – David Leard, AICP, joined HNTB Corporation as project director and associate vice president, based in the firm’s Houston office. Leard brings more than 27 years of experience in transit program management, planning, design and construction.

Leard is responsible for managing and delivering major projects and working to expand HNTB’s services to its regional transit clients.

“David has an impressive background having worked on some of our country’s most visible and complex transit projects,” said Mike Voinis, PE, HNTB Houston office leader and vice president. “His comprehensive knowledge will inform development and delivery of projects that will continue to enhance Houston’s transportation system.”

Most recently, he served as a senior project manager for another consulting firm, where he led numerous major transit projects throughout the U.S.

Leard is highly experienced in all phases of the Federal Transit Administration’s Capital Improvement Grant Program, including alternatives analysis, conceptual engineering, National Environmental Policy Act documentation, final design and more.

He is an active member of the American Public Transportation Association and the American Planning Association. Leard earned master’s degrees in civil engineering and city and regional planning, and a Bachelor of Administration, from The Ohio State University.

HNTB’s many signature transit projects in Texas include design for Houston Metro’s Northwest Transit Center; final design and program management for Dallas Area Rapid Transit Blue Line Light Rail extension to serve South Oak Cliff; working with VIA Primo to deliver BRT lines in San Antonio, and many other projects throughout the state.
