Caldwell to Lead WSP USA Construction Services Practice in Texas
Howard Caldwell enhances WSP’s Texas-based team with more than three decades of leadership in the state’s construction market.
AUSTIN — Howard Caldwell, a 35-year veteran of the Texas construction industry, will assume the role of Texas director of construction services at WSP USA, a leading engineering and professional services consultancy.
In his leadership role, Caldwell will act as an advisor to WSP’s on-site teams, and focus on regional business strategy, client engagement, key project pursuits and hiring and staff development to support a construction service team in growth mode.
“Texas is a key market for our team in program and construction management and we are pleased to have Howard grow and develop our construction services to meet our client needs in all infrastructure classes,” said Bernie McNeilly, president, WSP program and construction management. “Howard recognizes that among our clients’ biggest concerns is having adequate qualified resources to meet the demands of their growing construction programs. Under Howard’s leadership we can provide exceptionally qualified resources and excellent levels of service.”
Caldwell is a former area engineer with the Texas Department of Transportation (TxDOT) in Orange County and has 19 years of experience performing program management and construction management services for TxDOT, Harris County Toll Road Authority (HCTRA), Fort Bend Toll Road Authority and the North Texas Tollway Authority. He has played an integral part in delivering Texas’ first cable stayed bridge, the nation’s first all-electronic toll road for HCTRA, and the state’s first design-build highway construction contracts.
“I am very excited by the array and depth of skills WSP has available to support the growth of our Texas team,” Caldwell said. “For instance, the expertise of our project controls and technology service team in eConstruction and the application of our program and project management system are real differentiators for us. Robust project controls capabilities are very important to me.”
WSP’s global program and construction management expertise spans decades, supporting the transportation, buildings, energy, water and environment and federal markets. The firm collaborates closely with our public and private clients to execute complex, multiphase programs, ensuring effective project delivery from beginning to end, while prioritizing safety, quality, cost and schedule control, efficiency and sustainability.
