Alva Carrasco will be responsible for working with transit agencies transitioning to emissions-free bus fleets.

SACRAMENTO — Alva Carrasco has been named the zero-emissions bus market lead in the West for WSP USA, a leading engineering and professional services consultancy.

Carrasco, who will be working from the Sacramento and Oakland WSP offices, will also support transit and rail initiatives in northern California.

“Interest in zero-emissions bus fleets has been on the rise across the U.S., and over the past few years it has become an exciting and growing market for our firm,” said Frank Banko, deputy director of transit and rail for WSP. “We are pleased to have someone with Alva’s experience and passion for these environmentally responsible transit fleets join our firm, and to make sure these new zero-emission fleets are developed economically while providing the maximum benefits possible for our clients.”

WSP has been at the forefront of several initiatives that will convert transit systems to all-electric buses, including preparation of a master plan for Los Angeles Metropolitan Transit Authority to convert to a zero-emissions bus fleet by 2030. WSP also provided technical assistance to King County Metro Transit in Seattle to develop short- and long-term plans for transition to a zero-emission fleet.

Prior to joining WSP, Carrasco served as vice president of maintenance for the Sacramento Regional Transit District, where she was responsible for the daily operation and maintenance of its fleet of bus and light rail vehicles, wayside maintenance and materials management.

Carrasco graduated with a master’s degree in transportation management from San Jose State University. She is an American Public Transportation Association Leadership class of 2002 alumna. She is a member of the Zero Emissions Bus Task Force for the California Transit Association, a member of the Transit Oversight and Project Selection Committee for the Transit Cooperative Research Program, an American Public Transportation Association Emerging Leaders Program national mentor, and serves as board vice president for Latinos in Transit.
