April 15, 2019 (Harrisburg, Pa.) The American Council of Engineering Companies of New York (ACEC New York) presented a Gold Award to the Gannett Fleming-AECOM Rail Road Expansion Partnership joint venture for the Long Island Rail Road (LIRR) Expansion Project during the Engineering Excellence Gala on April 13.

Gannett Fleming was the managing partner that provided preliminary design and developed the final environmental impact study (FEIS) with the goal to increase the capacity of the busiest commuter rail system in the country via planning, architectural, and engineering services.

This joint venture collaboration served as the backbone of the $2.6 billion expansion, which is one of New York’s most significant increases in capacity of the commuter railroad since the mid-19th century. The project will add a third track along a 9.8-mile stretch of the railroad’s Main Line corridor from Floral Park to Hicksville, eliminate seven street-level grade crossings, and upgrade five stations and railroad infrastructure.

Gannett Fleming completed the environmental impact study in under a year—less than half the time it typically takes to finish a comparable transportation study. Quick delivery of the draft environmental impact study, FEIS, and a corresponding 600-page report proved to be invaluable for overall successful project completion.

The team developed and employed methods to complete preliminary engineering and set new standards for effective communication and coordination on a project with an unprecedented level of public involvement. Involving the public in the study’s development and construction planning earned the support of the community and elected officials—both indispensable to overall project success.
