Keirn provides technical engineering expertise to project teams and clients, offers guidance on complex engineering projects, resolves technical issues and provides independent technical reviews. He also supports senior-level management and mentors staff, in both the Chicago and Indianapolis offices.

Keirn joined IDOT in 1986 and held a variety of engineering and project management roles. Most recently, he served as Region 5 Engineer overseeing the administration, location, design and construction of state-controlled highway facilities across 27 counties.
Keirn earned a Bachelor of Science in civil engineering from Purdue University and is a graduate of IDOT’s executive leadership development program.
In Chicago, HNTB has involvement with some of the region’s most significant infrastructure projects, including program management for the Illinois Department of Transportation’s work on I-80 and I-90, and the I-55 public-private partnership; management of the Chicago Region Environmental and Transportation Efficiency (CREATE) program; and IDOT District 1 Land Acquisition on-site support.
