John Kulpa Joins HNTB as Program Manager in Miami

MIAMI – John Kulpa, Ph.D., rejoined HNTB Corporation as program manager and associate vice president, based in the firm’s growing Miami office. Kulpa is responsible for effective management and delivery of program management services on some of the most transformative programs in South Florida.

Kulpa has more than 38 years of experience in highway development, airport ground access, transit, rail, bus rapid transit and large-scale, multimodal transportation programs. His expertise in transportation planning and engineering covers a range of markets, including airport landside operations, roadway operations, managed lanes, bus operations, congestion management and more.

“Owners rely on program management experts to help deliver major capital programs under aggressive schedules,” said Charlie Herndon, PE, HNTB Southeast Division president. “John’s experience on numerous complex projects in a variety of markets enables him to manage programs in ways that improve efficiency and productively resolve issues.”

Prior to rejoining HNTB, Kulpa served as transit sector leader for another consulting firm. He previously served HNTB as engineering group director from 2000 to 2009 in both Los Angeles and Miami.

His extensive project experience in South Florida includes work with Miami-Dade Transit, Florida Department of Transportation, the Miami-Dade County Transportation Planning Organization, the City of Miami, Broward County Metropolitan Planning Organization, South Florida Regional Transportation Authority and Miami-Dade Expressway Authority.

Kulpa earned a Ph.D. in business management from LaSalle University, a Master of Science in urban and environmental studies from Rensselaer Polytechnic Institute, and a Bachelor of Arts in political science from New York University. Additionally, he is a member of the Institute of Transportation Engineers and the American Public Transportation Association.
