de Almagro brings 30 years of experience in the transportation infrastructure industry and has led projects ranging from planning to preliminary and final design as well as program management. His broad transportation experience covers nearly every aspect of infrastructure, including toll roads, bridges, transit, tunnels and highways. de Almagro has advised public agencies on design-build and public-private partnership procurement approaches in Florida, Oklahoma, Georgia, Alabama, Tennessee, South Carolina and North Carolina.
He returns to HNTB to focus on complex alternative delivery projects. He previously served the firm in several leadership roles as a senior vice president, office leader, division sales officer and client service leader.

In his role, de Almagro is responsible for growing the firm’s design-build practice throughout the southeastern and mid-Atlantic regions by identifying market conditions, providing market analysis, developing client and owner relationships, and supporting contracting and negotiations.
de Almagro has interacted with numerous transportation agencies around the U.S. on some of the country’s most complex alternative delivery infrastructure projects, including Florida Department of Transportation, District Department of Transportation, Washington State Department of Transportation, L.A. Metro, New York State Thruway Authority, Alabama Department of Transportation, Virginia Department of Transportation, North Carolina Department of Transportation, Tennessee Department of Transportation, Charlotte Area Transit System, Tampa Hillsborough Expressway Authority, Florida’s Turnpike Enterprise and Miami-Dade Expressway Authority.
de Almagro is a registered professional engineer who earned his Bachelor of Science in civil engineering from Florida International University. He has multiple professional affiliations, including the Florida Institute of Consulting Engineers’ Professional Practices Committee, Florida Engineering Society, National Society of Professional Engineers, and Miami-Dade Metropolitan Planning Organization Citizens’ Transportation Advisory Committee.
