Franklin has more than 22 years of experience in the transportation engineering field with extensive practice in innovative project delivery methods and in leading large, multi-disciplined teams. He has experience with traffic engineering as well as the planning and design of toll facilities.
A registered professional engineer in North Carolina and Virginia, Franklin is a graduate of University of North Carolina at Charlotte. He joined the firm in 2004.
Franklin fills the office leader vacancy left by Henry Liles, PE, vice president, who provided 19 years of exemplary leadership of the Carolinas. According to Mendes, under Liles’ leadership the Carolina office has tripled in size over the past ten years overseeing major projects such as CATS Blue Line Extension, Charlotte-Douglas International Airport Elevated Roadway and general on-call services for NCDOT and NCTA as examples.
