Infrastructure Expert Joe Guerre Joins HNTB Corporation as National Practice Consultant

INDIANAPOLIS – Joe Guerre, PE, joined HNTB Corporation as national practice consultant, bringing more than two decades of experience on tolling and multi-disciplinary infrastructure projects. He is responsible for leading the traffic section in Indianapolis and helping grow the office’s transportation planning practice.

In his role at HNTB, Guerre will focus on strategic planning and traffic projects with a focus in the areas of tolling, asset management and long-range planning. Although concentrating on operations in the Indiana region, he also will provide counsel for toll services that HNTB provides nationwide, including program management, managed lanes, public-private partnerships and the emerging area of road usage charges as a potential replacement of the gas tax. He is based in the firm’s Indianapolis office.

Guerre’s past projects cover a wide range of topics, including transportation planning, tolling, transportation finance, performance management, transit planning, project prioritization, asset management and risk management. He has helped establish the national agenda in these areas, and worked with numerous state and regional agencies to implement custom approaches.

Prior to joining HNTB, Guerre worked with another consulting firm as leader of its Indiana practice, responsible for managing client relationships and identifying, pursuing and executing high-level projects. He was project manager for a study evaluating the feasibility of tolling Indiana’s interstates and preparing a summary report for the Indiana legislature. He also was project manager and assisted the Indiana Department of Transportation in presenting long-term needs and revenue options to the Funding Indiana’s Roads for a Stronger, Safer Tomorrow Task Force.

Guerre holds a master’s in civil engineering from Massachusetts Institute of Technology and a bachelor’s in civil engineering from Purdue University. Additionally, he is a member of the Transportation Research Board’s Asset Management Committee and a past secretary for the TRB Management and Productivity Committee.
