Stantec Expands Community Development Practice

Camarillo, CA (July 7, 2017) NYSE, TSX:STN: Matthew Winegar and Pedro Velasco have joined Stantec’s Camarillo office as senior project managers. Combined, the two bring more than 68 years of planning and design experience to the local office of more than 25 employees focusing on community development.

Winegar will help develop the local planning practice, focusing primarily on western Ventura County and expanding the firm’s Southern California reach. Winegar joins Stantec after spending 37 years working for the City of Oxnard, serving as the Development Services Director for 20-plus years. In Winegar’s time with the city, the population nearly doubled and he helped spearhead planning and growth in the community, including overseeing three general plan updates. He has been responsible for planning and project coordination of numerous residential, commercial, and industrial projects.

 

Winegar is a member of the American Institute of Certified Planners, the American Planning Association, the International Association of Emergency Managers, and the Urban Land Institute. He earned a bachelor’s degree in public administration, planning, and geography from California State University, Chico. He is a Ventura resident.

Pedro Velasco

Velasco will manage the Camarillo and Lancaster offices, providing senior level project management and quality control for civil engineering projects. Prior to joining Stantec, Velasco spent 26 years at Walt Disney Imagineering, where he led the development of projects in France, China, Japan, and the United States. He served as Vice President for Environmental Design and Engineering for the Shanghai Disney Resort, a multi-billion-dollar project where he led a team of more than 300 professionals.

 

Velasco is a registered Professional Engineer in California and Florida and a Fellow of the American Society of Civil Engineers. He is also a member of the National Society of Professional Engineers. He earned a bachelor’s degree in civil engineering from University of Oklahoma in Norman. He is a resident of Valencia.
