STV-Designed Roadway Bypass Honored by ASCE in South Carolina

ROCK HILL, SC, August 3, 2015—A major roadway improvement program in Fort Mill, SC, has been named Project of the Year by the American Society of Civil Engineers South Carolina Section Board. The project was designed and managed by STV, a leading transportation engineering and planning firm.

The Fort Mill Southern Bypass is a new, 4.3-mile-long, four-lane roadway in southeastern Fort Mill that improves connectivity and accessibility between I-77 and SC 160 in eastern York County, SC.

In addition to project management and design, STV also provided environmental documentation and public involvement services, and performed biological assessments, natural resource investigations and traffic analyses.

The roadway is notable for being the largest project to be funded by York County’s “Pennies for Progress” program, a one-cent sales tax increase approved in 2003 that raises funds for roadway safety improvements within the county.

“The people who live and work in Fort Mill desperately needed this new roadway because traffic congestion had become a serious issue throughout the township,” said Sheri Williamson, P.E., senior engineer and project manager for this initiative. “STV was able to support our client and deliver a project under budget that is expected to be fully constructed by the end of this year.”

STV’s support of this project went beyond congestion mitigation and safety improvements. At one juncture, STV environmental scientists discovered the Schweinitz’s Sunflower – an endangered species – along the bypass right-of-way. The firm developed a relocation plan and transplanted the sunflowers to a new location.
