A new study from the Brookings Institution should be key reading for those about to make a momentous decision about economic growth in Houston in the next few weeks. Metro’s board of directors has to decide what to put on the November ballot about whether to give away hundreds of millions of sales tax dollars to 15 local cities and unincorporated Harris County as a sort of bribe, or use the money to build transit instead.
