WASHINGTON—The National Association of Regulatory Utility Commissioners has created the Department of Energy Policy and has promoted former Assistant General Counsel Jennifer M. Murphy as its director.

As the Director of Energy Policy and Senior Counsel, Murphy will be the main point of contact for energy matters for the association and will coordinate energy matters within the association. Murphy will continue to be responsible for NARUC’s legal relations on energy matters before the Federal Energy Regulatory Commission, the Department of Energy, the federal courts and elsewhere, as necessary. She will also continue to assist in the development and implementation of NARUC’s Washington Action Program and will primarily serve the Association’s committees on consumer affairs, electricity, energy resources and the environment and gas.

“Promoting Jennifer Murphy to the new position of Director of Energy Policy was an easy decision,” said NARUC Executive Director Greg R. White. “During her time as NARUC’s Assistant General Counsel, Jennifer demonstrated an excellent understanding of energy and utility law and the associated issues facing our members.  Her appointment will help us better focus our resources on policy matters along the lines of the various industries regulated by the state commissions.”

Murphy, who joined NARUC in 2015, formerly worked for the Massachusetts Department of Public Utilities, first as a hearing officer and then as counsel for the Division of Regional and Federal Affairs. As a hearing officer, she developed regulations; managed dockets involving electricity, gas and water rates; and served as the public records officer for the department. As counsel for the Division of Regional and Federal Affairs, Murphy represented the department in proceedings before FERC and in the New England Power Pool stakeholder process, primarily at the Markets Committee, Planning Advisory Committee and the Reliability Committee.

Murphy earned her Juris Doctorate from Vermont Law School, graduating magna cum laude. She also holds a Master of Marine Affairs and a Master of Arts in International Studies from the University of Washington and a Bachelor of Arts (International Relations) from Tufts University.

NARUC General Counsel James Bradford Ramsay will continue to direct the Department of Telecommunications Policy and will also have responsibilities for other policy issues, including telecommunications, transportation and water.
